cypher: as present passage rates tendto make it impossible for lower paid officers to proceed on leave, I would ask that any privileges in respect of passages given temporar- ily to Straits Service may be extended to Hong Kong service; and that full instead of half pay when on leave may be granted to subordinate officers under free passage pending settlement of salary question.
